I have the exact same problem, I don't think it's an emulator problem, I think it's more of a bad ripped CD image, although I'm not sure.
I've tried two different versions of that game, both with Magic Engine [V. 1.0.0] and with Magic Engine [v. 1.1.3] and both have the very same errors in the cinemas.
Hope someone can come up with an answer. |

It's worth to mention that these graphical errors only occur in the first cinema of the game, all the others work just fine.
As an interesting note: I've been playing Valis II. I tested both, the japanese and the american versions with Magic Engine [v. 1.1.3], and both of them hang up at the very same spot in the first cinema so you must skip it just before that happens, that means that even when we know Magic Engine is the undisputable best PC Engine emulator, there are still some games which just won't work 100% perfectly due to emulation problems.

I'd like to add a thing to this comment !
With Magic Engine [v. 0.99.b5], Valis II doesn't hang in its first cinema, but the counterpart is a lack of sound.
It's the same with another emulator, Yame [v. 0.38]. |

IN ME, My copy of Valis 1 Mugen Senshei i get no opening cinema video. I can't skip past and start the game I just here the japanese dialogue.
On the turboduo console, it plays flawlessly. |
